Alcohol Exclusion Laws Toolkit
This online toolkit provides tools and state by state policy information for advocates and others working to repeal alcohol exclusion laws.
A sweeping state insurance law known as the Uniform Accident and Sickness Policy Provision Law, or UPPL, contains a provision in many states that allows insurance companies to deny coverage to those injured while under the influence of alcohol. These alcohol exclusions inhibit doctors from testing injured patients for the presence of alcohol, which in turn prevents detection of drunk drivers and results in lost opportunities for screening and treatment of those with alcohol problems.
The Alcohol Exclusion Laws (AEL) Toolkit includes the following components: Frequently Asked Questions, State Policy Database, Talking Points, Model Legislation, Repeal Efforts, Sample Testimony and more.
