More than three years after reaching $246 billion in legal settlements with the tobacco industry, most states are failing to keep their original promise to use a significant portion of the settlement funds to attack the enormous public health problem posed by tobacco use in the United States.This report covers the status of state decisions on spending tobacco settlement money , settlement payments received, current annual state funding and minimum recommendation for tobacco prevention, and rankings of states by level of funding for tobacco prevention.
