Fixing a Failing System
This report discusses the six recommendations of a 1995 policy panel focusing on how the criminal justice system could better aid communities in overcoming alcohol and drug abuse.
The recommendations focus on treatment, both before and after sentencing, that is appropriate for a wide range of adult nonviolent offenders, and on the need for a working relationship between community, treatment, and criminal justice agencies.
