This report is the most comprehensive study ever undertaken of substance abuse and the state juvenile justice systems. It calls for a top to bottom overhaul in the way the nation treats juvenile offenders, including creation of a model juvenile justice code, training of all juvenile justice system staff, diversion of juveniles from deeper involvement in juvenile justice systems, and treatment, health care, education, job training and spiritually based programs and services.
