This document comes from a collaboration between the Centers for Disease Control and Prevention and the Academy for Educational Development to help state and local health departments and community-based organizations develop a more effective, comprehensive prevention approach for injection drug users. It explains the rationale for such an approach, describes its elements, and gives users some ideas about how to carry it out.
