Blacks, Hispanics Disproportionately Face Marijuana Charges in NYC

Research shows that whites are more likely to smoke marijuana than members of minority groups, but 87 percent of those arrested in New York City on marijuana charges are black or Hispanic, the New York Times reported Dec. 23.

A decade-long "quality of life" campaign in the city has included arresting individuals for low-level marijuana crimes. The campaign, begun by former Mayor Rudy Giuliani, has continued and expanded under current Mayor Mike Bloomberg even though Bloomberg has said he smoked and enjoyed marijuana in the past.

In 2009, New York police made 40,300 arrests on misdemeanor marijuana charges, accounting for about 12 percent of all arrests. John Feinblatt, a criminal-justice aide to Bloomberg, said such arrests, "which rarely lead to jail, are concentrated in neighborhoods with the highest concentrations of violent crime because that's where the police focus their attention in order to reduce victimization."

Without some information on the relative populations in New York, the 87% Black arrests is meaningless. The ratio can be found in this statement from the NYT. "Last year, black New Yorkers were seven times more likely than whites to be arrested for marijuana possession and no more serious crime. Latinos were four times more likely."

FYI the demographic breakdown in NYC is 44% white, 27% Hispanic, 25% African-American

tHE FEMALE /MALE POPULATION IS ABOUT 50 50 PERCENT.YET ABOUT 80 PERCENT OF THE PEOPLE IN JAIL ARE MALE. IS THAT FAIR?

If the police were to put the same amount of resources in more afluent communities they would probable discover more reasons to arrest them. It brings to mind the fact that you can rob a bank and go to jail but if you work in Wall Street and steal billions for investors and the government the chances of you going to jail are almost 0.

Mr. Lozano hit the nail on the head. The headline should be "People with lower incomes disproportunately face..." My own (ahem) working-class neighborhood has a higher percentage of ethnic residents than the more affluent neighborhood to the south. But the cops spend more time in my neighborhood, because that's where the crime is. The crime in NOT a function of ethnicity; it's a function of socio-economics. To ignore that and go straight to race is a prime example of institutional racism, and in this case, the institution is the media.

It is not surprising that the issue of racism lingers in the prosecution of marijuana possession, as racism begot prohibition of the substance in the first place.
