Obama Retains Ban on Federal Funding of Needle Exchange

Failing to keep a campaign promise, President Barack Obama has decided to keep in place a ban on using federal money to support needle-exchange programs, the Huffington Post reported May 7.

Obama's budget plan, released last week, still includes language prohibiting federal funding for needle exchanges, even though the White House website stated until very recently that, "The President ... supports lifting the federal ban on needle exchange, which could dramatically reduce rates of infection among drug users."

That statement has been removed from the White House website; an Obama spokesperson cast the issue as one of timing, not intent. "We have not removed the ban in our budget proposal because we want to work with Congress and the American public to build support for this change," said spokesperson Ben LaBolt. "We are committed to doing this as part of a National HIV/AIDS strategy and are confident that we can build support for these scientifically based programs."

However, Tom Angell, a spokesperson for the group Law Enforcement Against Prohibition, said it was "hard to imagine how removing mention of support for a proven lifesaving program from the White House website is part of a grand strategy to 'build support' for syringe exchange."

The Obama budget also retains a ban on the District of Columbia implementing a medical-marijuana law approved by local voters in a referendum.

Finally he is getting some sense about the drug problem in this country. Now if he will only ask those using drugs to stop and get into treatment, we could make some real progress

So much for research driving policy. The real question for me is why rational discourse and policy making around illicit substances is nearly impossible in this country.

I had hoped we'd get a Democratic administration which would govern from science, principal and good sense without fearfully looking over it's shoulder and back at ignorant social conservatives. Maybe next time.

Are we back in the Nancy Reagan and "Just say NO" days??? It's so sad, but we should have known that Obama was too good to be true. SarahB1, I'm with you.

You're right, Wanda. What we need are stiffer sentences for drug possession, with the only way to avoid those sentences being the completion of a drug court program. Research shows these are the most effective programs for getting addicts into treatment, and ensuring that they complete it. Asking them to stop doesn't work; neither does providing free, clean needles. Joe, providing clean needles doesn't protect ANYONE from dying from I.V. drug use. Addiction and overdose are still very much in play.

Lord help us if we don't use common sense. Needle exchange will not stop IV drug use, but is one way to prevent the spread of AIDS. Let's not judge others in need of our help too harshly, it could come home to roost.

OMG! I'm addicted to gambling now and the only way to safely gamble is for the government to provide me money to gamble with. If they give me new money, i will give them the bands from the old money. Help me Obama, you're my only hope! Whatever. How about we start publically humiliating people that use drugs instead of pretending we can help them. The only way they can kick a drug habit is want to and proper treatment. You can give them the treatment, but if they don't want to, you have wasted your money.

Needle exchange programs do ask addicts to get in to treatment. The Providers of clean needles are providing a major Public Health service. AIDS, Hep C, serious staph infections, counseling help for daily problems--all these and more are provided by these dedicated people who walk the streets in dangerous places every day. Thank you.

A person, even an addict, is also responsible for making their own decisions. President Obama, the Congress, politicians can only approve so much funding for people who have an addiction. It never is enough, it never seems to have been enough and that is why we have had to lean on each other as people, and the focus is on getting well, getting away from the addiction. Getting OUT of the addiction. Not continuing it, even "with clean needles." It's a very controversial subject. I have had to deal with quite a bit of hostility and degrading treatment from drug users who come in to buy "syringes." No, I do not judge them! I am glad there is a program in place to provide those with addiction clean needles... there are a LOT of programs and people asking the President and his administration for money right now. Give him time.

Obama has been going back on "promise" after campaign promise. Some "CHANGE" that is. Yup status quo.
