Nominee for HHS Deputy Won't Work on Tobacco Issues

The Obama administration's rules on lobbyists holding government jobs would prevent a former tobacco-prevention advocate from working on tobacco issues as the second-highest official in the Department of Health and Human Services (HHS), the Wall Street Journal reported May 4.

William Corr, former executive director of the Campaign for Tobacco-Free Kids (CTFK), was nominated as deputy HHS secretary but was previously a registered lobbyist, which makes him subject to a prohibition against participating in any matter he lobbied on within two years of taking office.

At CTFK, Corr was an outspoken proponent of giving the U.S. Food and Drug Administration (part of HHS) the power to regulate the tobacco industry.

Questions also have been raised over the pharmaceutical industry's funding of CTFK and whether that represents a conflict of interest for Corr. About 3.2 percent of CTFK funding comes from the drug industry, and the group was founded with a grant from the Robert Wood Johnson Foundation, which in turn was created by the family of the founder of the Johnson & Johnson healthcare products firm. Some critics say that the industry benefits from supporting CTFK because pharmaceutical firms sell drugs that help people quit smoking.

"The fact that drug companies provided a tiny fraction of his former organization's funding simply does not constitute a legal or ethical conflict," said Norm Eisen, a White House spokesman. "If the rules prohibited government service where someone had this type of indirect, attenuated and minor connection, we could not staff government. We have absolute confidence and trust that Mr. Corr will do his job impartially and well."

Senate confirmation of Corr's nomination is expected as early as this week.

Do you call 85,500,000 a tiny fraction? They were given 84,000,000 through 2005 with a new 1.5 mil to get taxes raised on cigarettes. No lobbyists MEANS NO LOBBYISTS. The part you left out of this piece is the part where RWJF funded bans that drove the need for their products..the ONLY over-the-counter NRT products. Half a billion dollars invested by RWJF drove their tens of millions of dollars in J&J stock through the roof. One paper reported 1,000,000 boxes of Nicoderm sold in January 2008. At an average of $30 per box, one month brought them 32,000,000 in sales. Pretty good return on investment. People do NOT want the #2 spot at H.H.S. to go to someone who helped in this scheme and has ties to Big Phamra.

The fact William Corr wanted the FDA to regulate the tobacco industry is alarming enough, given the administrations mediocre performance record. All the research provided to the FDA is given courtesy of the pharmaceutical companies plugging their products. This appointment just screams lobbyist fraud! It will be like 'Brave New World' where everyone is taking soma, only it will be back and forth between tobacco and quitting aids! Hmm, it's almost like we are supposed to get sick with emphysema and spend more money in healthcare, further bankrupting our beyond deficit system....

As a former lobbyist, Mr. Corr may not work on tobacco issues, but there are plenty of other federal contracts to steer in the direction of J&J. Obesity will garner billions as will computerizing the nations medical records. J&J has so much more than tobacco related interest and would have an inside track to the disadvantage of its competitors. Mr. Corr would be Deputy HHS Secretary for four and at most eight years. He stands to benefit from steering federal dollars to his former employer. The taxpaying public deserves a true industry outsider. That outsider is not William Corr.

Corr is OWNED by Johnson & Johnson and the RWJF. How cn he possibly do his job properly when his owners are purely profit driven? Find someone without financial ties to the pharmaceutical industry to do the job!

LOL-cracks me up when they can't dispute the truth, they accuse you of being a tobacco shill. constitutionforever and I are NOT one in the same, although I believe the health zealots and paid lobbyists are destroying the Constitution. I'm retired and have nothing but time on my hands to research the injustices and their money ties. The closest to being "in the industry" is I smoke. Debate the truth with me. We'll stand one-on-one.

I Choose freedom wrote "the part you left out of this piece is the part where RWJF funded bans that drove the need for their products..the ONLY over-the-counter NRT products" I think you have confused two agencies and are misinformed twice. - Robert Wood Johnson Foundation doesn't make manufacture nor distribute NRT (nicotine replacement products.... nor are they manufactured or distributed by Johnson and Johnson (The largest manufacturer of NRT products is Glaxo Smith Kline a drug company that makes and distributes Nicoderm products). RWJF is named that because it was founded by former General Robert Wood Johnson - a pioneer of minimum wages in addition to being a philanthropist and serving in the Roosevelt administration. RWJF has never been secret about its political agenda- in fact that is built into it's mission statement that it will "Health reform" is one of its cornerstone activities. The "no lobbyists" ban has always been based on the concern that unscupulous corporate lobbyists would use their power and influence to make contracts happen that shouldn't and promote certain private interests over public... (can you say "Halliburton"??) Frankly, The corporate interest here is negligible - but certainly the "That doesn't apply to us because we say it doesn't" doctrine is something this administration has tried to steer clear of given that the previous administration made rather a habit of it.

Very funny. When anyone brings out the truth about the connections of the RWJF to the FDA, J&J, ACS, ALA, EPA and the rest of those behind this push for Smoking Bans or are against Tobacco regulation they are always accused of being Big Tobacco. It gets very old hearing the same old wore out lies from Tobacco control with anything but this lie to fall back on. Everyone knows Corr will do everything possible to further the cause of Tobacco control.

People need to wake up and stop voting for the same old bought and paid for talking heads in Congress and the statehouses. Our forefathers envisioned a citizen legislature, not career politicians. Throw the bums out and take away the lobbyist power and influence before we loose our country.

"Everyone knows Corr will do everything possible to further the cause of Tobacco control....." And by default Corr will promote the products Nicoderm, Nicorette, Nicotrol, Commit, etc. made by his handlers J & J/ RWJF who've paid his former lobbying firm, CTFK, $84 million....hardly a "tiny fraction" sum as Norm Eisen refers to it.
