Lawmakers Propose Beer-Tax Hike in Wisc.

News Summary

Wisconsin's beer tax hasn't increased in 40 years, but a new legislative proposal would raise the tax from 0.6 cents per bottle to 3 cents, the Associated Press reported April 29.

The measure is supported by health officials, police groups and others but opposed by Wisconsin's powerful alcohol industry and Gov. Jim Doyle. Scott Stenger, a lobbyist for the Wisconsin Tavern League, said that raising the beer tax would hurt bars and craft brewers. "The worst possible time to look at doing something like this is in this economy," he said.

State Rep. Terese Berceau introduced the bill; a similar measure introduced last year attracted only one cosponsor out of 132 state lawmakers.

Only Missouri and Wyoming have lower beer taxes than Wisconsin. "Wisconsin has a drinking problem of national renown," Berceau said. "Let's quit enabling the problem in Wisconsin by not directing resources to the problem."

The bill would use the estimated $58 million in new tax revenues to reduce alcohol-related crime, pay for addiction treatment, and fund prevention programs.

When you present the current Wisconsin rate per bottle as $0.006 rather than .6 cents -- either way it is six-tenths of one cent -- it dramatizes the pitifully small amount it is, and how ridiculous the arguments of the opposition to the increase. Shame on them for even suggesting negative effects on sales and profits.

An excellent fiscal analysis is available from the WI legislature at http://www.legis.state.wi.us/assembly/asm76/news/How%20low%20is%20the%20Wisconsin%20beer%20tax.htm. I suggest reading it before offering further comment. It points out how ridiculously low the current rate is and how little effect the proposed increase is likely to have on the average WI drinker. Of course those who consume large quantities of the product on a frequent basis ..... (We should "enable" them to continue their consumption by making sure their beer is really cheap, right?)

I think this is a great move. If people want to drink, acertain percentage of them will require treatment. A tax, as demonstrated by raising cigarette tax, can accomplish two good goals, first, it will cut down use, second, there should be more money available for treatment. Logical?
