N.H. House Changes Definition of Cigarette to Prevent Tax Cheating

The New Hampshire House of Representatives has amended the definition of cigarettes to prevent makers of small cigars from dodging the state's $1.08-per-pack cigarette tax, the Associated Press reported March 5.

Lawmakers suspected that manufacturers have been disguising cigarettes as cigars to avoid the tax, so they changed the way cigarettes are defined to focus on the materials used and weight.

House Ways and Means Committee chair Rep. Susan Almy said that if some premium small cigars accidentally fall under the definition of cigarettes the state could exempt them from the law.

The measure now goes to the state Senate for consideration.
