N.H. Lawmakers Propose Inmate-Led Treatment Program

Three state lawmakers in New Hampshire are sponsoring a bill that would create a pilot program for an inmate-led drug treatment program, the Associated Press reported Jan. 5.

Reps. Phyllis and George Katsakiores and Rep. Patricia Dowling said the program would be modeled after Second Chance, currently in use in Puerto Rico and Mexico.

"I think a pilot program in a single jail would work," Dowling said.

The design of the program enables jailed inmates to counsel each other about their addiction and provide support through the recovery process.

About 85 percent of the state's prison population have an addiction problem when they make parole. Currently, the county jail offers Alcoholics Anonymous, Narcotics Anonymous, one-on-one counseling, and group therapy.
