Va. Governor Restricts Locations of Methadone Clinics April 23, 2004

Virginia Gov. But the American Civil Liberties Union is considering filing a legal challenge, saying the law discriminates against individuals with drug addictions who are entitled to treatment under the Americans With Disabilities Act.
Virginia ACLU Director Kent Willis said a lawsuit would be filed if a prospective clinic operator is denied a license because of the legislation.
The new law also requires state officials to inform local governments and community-service boards of plans for new methadone clinics. Notification must be given within 15 days of receiving applications.
The law does not apply to clinics or facilities that obtained an occupancy permit prior to Jan. 1.
