Canadian Prime Minister Reaffirms Commitment to Legalization

Newly re-elected Canadian Prime Minister Paul Martin said he would reintroduce legislation that would decriminalize marijuana use, the Canadian Press reported July 22.

"The legislation on marijuana -- the decriminalization of minor quantities of marijuana -- that legislation will be introduced," Martin said.

The Liberal government's bill died in the last legislative session in the midst of the upcoming elections. But Martin said he would bring the issue to the forefront when Parliament begins meeting again in October.

Under the original bill, possession of 15 grams or less of marijuana would not be considered a criminal offense. However, anyone caught trafficking more than 15 grams would face stricter penalties.

Critics of the measure said the 15-gram ceiling is too high because it allows a person to carry more than 30 marijuana cigarettes at one time. With that amount, they argued, drug-dealing would be practically legal.
