Calif. Gov. Approves Clean-Needle Bill

Calif. Gov. Arnold Schwarzenegger has signed into law a bill that would allow pharmacies in the state to sell hypodermic syringes without a prescription, the San Francisco Chronicle reported Sept. 21.

The clean-needle legislation is aimed at reducing the spread of HIV/AIDS and other viruses. Under the law, anyone 18 and older would be allowed to purchase up to 10 syringes at one time from pharmacies or doctors. In addition, pharmacies must provide information about addiction treatment and the proper disposal of used needles.

"Anything that expands access is really key to fighting AIDS and hepatitis and saving lives," said Fred Dillon, public-policy director of the San Francisco AIDS Foundation, one of the backers of the bill.

The legislation takes effect Jan. 1. However, local officials must approve the program before sales can be conducted in their city or county.

California joins 45 other states with similar laws.
