Baseball Players Agree to Steroid Testing August 12, 2002

"We had an obligation to bargain on it. It was a serious issue," said Donald Fehr, head of the players union. "It took a lot of time and effort and thought."
The union declined to say whether any penalties would be levied against players who test positive for steroids.
