With the "Class C" classification, those possessing marijuana would not be subject to arrest. Currently, marijuana has a "Class B" classification, with a five-year maximum prison sentence for simple possession.
Britain is in the midst of a political debate about marijuana, with all three major political parties calling for a review of cannabis laws.
A law change would require Parliament's approval.
