Lobbyists Sway Congress on .08 Bill

A Sept. 11 editorial in the Washington Post said that lobbyists representing the alcohol industry are pressing Congress to drop pending impaired driving and trucking regulations.

"Conferees meet to work out a transportation appropriations bill, possibly this week, with important decisions on drunk driving and trucking regulations still unresolved. Why are the proposals -- which could save hundreds of lives every year -- in jeopardy? Certainly not on their merits; when it comes to road safety, too many key lawmakers operate under the influence of lobbyists," the editorial stated.

The Post said that, "Opposition from lobbyists for the purveyors of alcoholic beverages has worked in the past to kill legislation that would lower states' legal drunk-driving limits to .08 percent blood-alcohol concentration."

While public-opinion polls have indicated strong support for the .08 law, the editorial noted, "opposing lobbyists portray the standard as a threat to people who might have a drink or two before driving."

"A push by congressional leaders of both parties and phone work by President Clinton could help get this life-saving measure into law," the Post concluded.
