The Senate Appropriations Subcommittee on Labor, Health and Human Services voted 11-3 on June 25 to approve a funding plan for the Substance Abuse and Mental Health Services Administration, according to Robert Morrison, director of public policy for the National Association of State Alcohol and Drug Abuse Directors (NASADAD).The plan calls for a $1.803 billion substance-abuse block grant, an increase of $50 million over FY2003; $327 million for the Center for Substance Abuse Treatment, up $10 million from 2003; and $194 million for the Center for Substance Abuse Prevention, down $3 million from the current fiscal year.
Significantly, the plan does not authorize funding for President Bush's proposed Access to Recovery voucher program.
The committee also approved a $997.6 million budget for the National Institute on Drug Abuse, up $29 million, and $431 million for the National Institute on Alcohol Abuse and Alcoholism, up $14 million.
