During a speech in Dallas, Texas, President Bush renewed his commitment to get his faith-based initiative passed. The bill would allow religious groups to apply for federal funds for addiction services, the Associated Press reported Oct. 30.

"The best way to help the addict is to change their heart," said Bush, describing how he stopped drinking at age 40. "You change their heart, you change their behavior. I know!"

Bush urged lawmakers to pass the bill that would allow faith-based organizations to apply for government money as long as their services are open to all.

"We don't want the church to be the state and we don't want the state to be the church," Bush said. "But the government should support the good work of religious people who are changing America."

The bill has been stalled in the U.S. Congress.
